		<description>According to Richmond.com, the city&#039;s required to update the master plan every 5 years.  Of course, they don&#039;t do a major overhaul as they are this year every 5 years- usually it&#039;s just minor tweaks.

		<description>Since I was unable to attend the earlier planning meetings, I found the powerpoint presentation to be informative yet a bit exhaustive. I was somehow under the impression that there would be more interactive dialogue but a significant portion of attendees left as the Q&amp;A began (no doubt due to the prolonged pres.). 

According to the pres., I understand that the demographics of downtown presently constitutes a majoirty of young singles and couples and that it is important to not only maintain but greatly increase this population (among others). Young folks, like myself, are attracted to varied options for entertainment/retail/leisure activities. However, I am concerned by the intense presence of police in Shockoe Bottom, Shockoe Slip and the Fan who have effectively criminalized youth (esp. Black and Brown youth) for hanging out in public. I feel an overwhelming tension when attempting to party in the Bottom. And as I look around, I can&#039;t help but think that others feel the heat too, since there seems to be less and less folks hanging out there. There needs to be some healthy compromise, I suppose between the folks who fear downtown (esp.with recent shootings) and those who are presumed to be standing/walking/&quot;riding dirty&quot;.

On another note, I was disappointed that no City officials were present at the planning meeting. what&#039;s up with that?</description>
